Monitoring in real time and deciding in real time are not the same thing. Monitoring watches an asset continuously and alerts when something changes. Deciding answers yes or no while someone is waiting — and that needs a latency budget, not just data.

The constraint is the customer's flow. An analysis that takes minutes needs a queue, an email and a callback; one that takes under 150ms fits inside the checkout or the rental counter. Instead of a report someone reads, the result becomes a field a system consumes.

Speed does not relax the explanation duty. Under Regulation B, a creditor that declines must give the specific principal reasons, and saying the applicant failed to reach a qualifying score is expressly insufficient — so an automated decision has to return its reasons along with its answer.
