Recovery is a problem of time. The earlier the absence is noticed, the better the odds the asset is still intact and locatable — and the curve drops fast, because stripping, re-VINing and export happen quickly.
The reactive model starts counting from the moment someone reports: the owner calls the police, the rental agency files a failure-to-return, the lender assigns a repossession. Between the event and the report there is an interval in which nobody is looking, and that is exactly where the chance is lost.
